1.) IT Associate

Location: Abuja

Job Description

  • Under the overall supervision of a (Senior) IT Officer, the IT Associate provides reliable and timely IT services on the application and infrastructure of UNHCR standard IT services in the Area of Responsibility (AoR).
  • S/he normally receives technical guidance from a (Senior) IT Officer for the Telecom/IT infrastructure in the region in which the field or emergency operation exists.
  • In offices where there is no IT Officer, direct supervision may be exercised by the (Snr) Admin Officer as applicable in the duty station.

Duties

  • Assist in on-site needs assessment and installation and maintenance of UNHCR Telecommunications and IT equipment.
  • In consultation with the supervisor, establish the IT requirements in field operations, considering the overall IT and Telecom strategy of the region, the operational needs and the security constraints.
  • Install and configure the most appropriate type of UNHCR IT and Telecommunications systems (HF, VHF, UHF, Microwave Links, Telephony, and satellite systems) to meet the field and emergency operations immediate IT needs.
  • Ensure that the equipment under his/her responsibility is in good working condition, by inspecting regularly the hardware and installations. If required, arrange promptly repairs or replacement as necessary according to established procedures.
  • Maintain records of the installations and repairs/replacements done and keep the supervisor fully informed on the status of the equipment.
  • Provide each office, where equipment is installed, with full information for their asset management records.
  • If applicable, keep a proper inventory level of all sites spares and return spare parts for repair/replacement.
  • Monitor and maintain the LAN, Network Servers, Printers, LAN points, Hubs, Patch pane, etc. to prevent faults occurring.
  • Add or remove users from the Network.
  • Assist in the maintenance of accurate records of users and usage of the Network.
  • Carry out minor hardware maintenance.
  • Provide Technical Briefing/Training on the equipment to local IT resources and users, including IPs, ensuring that they are able to maintain/use the equipment.
  • Assist in the development and configuration of IT and Telecom Equipment/Kits used in field operations and emergencies.
  • Decide on appropriate resolution to incidents / problems.
  • Escalate issues to supervisor if incident / problem cannot be resolved with scope of responsibility.
  • Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
  • Perform other related duties as required.

2.) Assistant Field Security Officer

Location: Cross River

Job Description

  • The incumbent is supervised by a Senior Officer who defines specific work objectives.
  • The incumbent is required to have basic conceptual knowledge of the profession, by being dynamic and able to take on higher responsibilities progressively.
  • The incumbent may provide input to the supervision of general service staff in the office.
  • The duty of the incumbent is to support and guide in all security related aspects of the operation.

Duties

  • Advise and support the Representative or Head of Office in managing staff safety and security of UNHCR personnel , partners, operations, premises
  • Undertake periodic security assessments in close cooperation with UNHCR senior staff members, UNDSS and interagency partners drafting the required security risk management assessment reports and using key tools for same.
  • Evaluate existing security measures to determine their appropriateness and identify areas needing improvement. Follow up with actions to oversee or implement those improvements.
  • Advise on and assist in ensuring compliance with standard established through the Security Risk Management process.
  • Assist and develop plans for evacuation/relocation medical evacuation and other security contingencies.
  • In cooperation with UNHCR senior staff members, assist in ensuring that security measures are fully integrated into operational planning, including budgetary provisions, at the earliest stages of development.
  • Participate in programme related discussions to advise on security risk levels in line with programme criticality.
  • Respond to staff queries on security issues and provide immediate assistance as required.
  • As a member of a multi-functional team, contribute to efforts to ensure the physical protection and security of refugees and other persons of concern.
  • Maintain relationships with security-related actors, including host government law enforcement authorities and partner agencies.
  • Maintain cooperation with staff of the UN Department of Safety and Security (UNDSS).
  • Cooperate in security assessments and planning and supporting interagency processes.
  • Support UNHCR staff serving as members of the country Security Management Team (SMT), or Area Security Management Team (ASMT), Area Security Coordinators (ASC) and Wardens.
  • Provide country-relevant security advice and training to UNHCR staff, and where appropriate, to staff of NGOs and implementing partners in areas including, inter alia, preparation for and conduct of road missions, radio telecommunications, immediate actions upon detection of explosive devices or other dangers, hostage survival and other critical incidents.
  • Conduct rehearsals and practical exercises to ensure that staff are familiar with security contingency plans and can implement them confidently in an emergency.
  • Prepare periodic reports on security in accordance with UN and UNHCR standard operating procedures, sharing with managers in the country of assignment and, as appropriate, regional security coordinators, FSS.
  • Maintain linkages with the Staff Welfare Section, and the Medical Service, referring cases as required in consultation with staff member¿s supervisor.
  • Provide security-related advice, in written and oral form, to the manager and other staff.
  • Advise on, and upon approval, implement, needed mitigating measures.
  • Participate in criticality assessments.
  • Perform other related duties as required.

Minimum Qualifications

3.) Assistant Field Officer

Location: Cross River

Job Description

  • The Assistant Field Officer is normally supervised by the Senior Field Coordinator or Field Officer or Head of Sub-Office/Field Office depending on the structure of the Office.
  • S/he may receive indirect guidance from other sections and units relevant to the country/regional programme(s).
  • UNHCR Manual, programme and protection objectives, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the incumbent.
  • The incumbent does not normally have any direct supervisory role.
  • S/he has daily contacts with staff in the various field offices and with the functional units at the Country/Regional Office.
  • S/he also has close liaison with a range of local civilian and military authorities and counterparts in NGOs and UN agencies to discuss matters of common interest.

Duties

  • Assess the needs of persons of concern in the AoR and formulate project submissions in collaboration with district authorities and implementing partners.
  • Promote and monitor the implementation of assistance projects.
  • Report regularly on rate of flow of new arrivals and estimate expected influx based on interviews with persons of concern.
  • In co-ordination with implementing partners, assist with the reception, registration and provision of assistance to persons of concern to UNHCR.
  • Keep track of cases of detention; register applicants for voluntary repatriation and family reunion.
  • Assist in the preparation of monthly sectoral reports and submit material for preparation of periodic project monitoring reports and year-end reports.

5.) IT Assistant

Location: Taraba

Minimum Qualifications
Education & Professional Work Experience:

  • G4 1 year relevant experience with High School Diploma; or Bachelor’s Degree or equivalent or higher

Certificates and/or Licenses:

  • Telecommunications; Information Technology;

Desired Candidate Profile:

  • S/He should have a sound experience in computer installation, network trouble shooting knowledge and experience.
  • S/He should have knowledge on the ProGres V4 to support continuous refugee registration activities as will be required.
  • S/He should have operational experience and familiarity with working in multifunctional teams.
  • S/He should have good oral and written communication skills.
  • S/He should have strong interpersonal and team skills to work in the isolated environment of the field office.

Living and Working Conditions:

  • The duty station Takum hardship classification is D . Duty stations are rated on a scale that assesses the difficulty of working and living conditions from A to E, with A being the least and E, being the most difficult.
  • Categories are arrived at through an assessment of the following six discrete factors: health, security, local conditions, isolation, climate, and housing.
  • Basic medical facilities exist in Takum to manage/stabilize urgent cases (for 24h) before evacuation to Jalingo (4-5hrs drive)and then onwards to Abuja as needed.
  • Takum town is home to different communities, there are imaginary boundaries within the town that a newcomer may not be conversant with. Incessant communal clashes usually occur without warning; on many occasions UNHCR staff have been caught up/affected, although not directly targeted.
  • The violence may go on for days with either side killing each other or inflicting serious gunshot/machete injuries.
  • Hence precautions should be taken on individual social life and cultural awareness and considerations.
  • There are no safe public transport or taxis. Because of the fluid and unpredictable security situation and very limited safe housing options, international staff have been requested to live in a designated UN-shared guest house protected by armed personnel.
  • Takum experiences erratic electricity and office/GH relies on generators as a backup.
  • The nearest airport is in Jalingo (4-5 hrs drive from Takum) provides domestic flights.
  • Takum is not connected to most internet service providers making it difficult to communicate domestically and internationally. There are days when there is no network. The UN office and UN guesthouse have a WIFI.

6.) Registration Associate

  • Technical expertise in registration, operational data management and/or ICT is an asset.
  • UNHCR experience is preferred.
  • A written test may be conducted for this position.

Nature of Position:

  • The Registration Associate has no direct supervisory functions though it rests upon the supervisor of the post to make time specific arrangements subject to a given situation. The incumbent will always function under direct supervision of the Associate Registration and Identity Management Officer, who is required to monitor the performance of the incumbent and provide regular guidance. S/he may regularly liaise with other registration staff at the Sub office on routine registration matters under the direction of the supervisor.
  • The UNHCR workforce in Sub-Office Ogoja consists of many diverse nationalities, cultures, languages and opinions. SO Ogoja is implementing protection and assistance programmes and plays an important role in the coordination and leadership of the Cameroonian Refugee Response Plan spread out in wide geographic area across four States (Cross River, Benue, Taraba and Akwa Ibom) and responsible for matters related to the IDP operation in the middle belt in Benue State.

Living and Working Conditions:

  • Ogoja is a duty station with very basic infrastructure as well as leisure and recreational facilities.
  • Only limited health facilities are available locally; Malaria & typhoid diseases are common in the region; temperatures are high for most of the year. Most national staff rent accommodation within the Ogoja town and commute to the office.
  • Staff frequently go on mission travel to the deep Field locations. High stressful work context, therefore capacity for self-care is critical.
  • All UNHCR workforce members must individually and collectively, contribute towards a working environment where each person feels safe, and empowered to perform their duties.
  • This includes by demonstrating no tolerance for sexual exploitation and abuse, harassment including sexual harassment, sexism, gender inequality, discrimination and abuse of power.
  • All staff must be proactive in preventing and responding to inappropriate conduct, supporting ongoing dialogue on these matters and speaking up and seeking guidance and support from relevant UNHCR resources when these issues arise.

Nature of Position:

  • UNHCR Sub Office Ogoja covers three field Office (Calabar, Adikpo, and Taraba), and has 75 staff members disaggregated into 19 internationals (Professional and IUNVs) and 55 nationals (National officer, General Service, UNOPS, NUNV Contract holders) and reports directly to the Country Office in Abuja. The SO Ogoja is implementing the Protection and Assistance Programs and plays an important role in the coordination of Cameroonian refugees. The Field Security Associate is supervised by the Assistant Field Security Officer in Ogoja.

Living and Working Conditions:

  • The duty station Ogoja hardship classification is D. A to E duty stations are rated on a scale that assesses the difficulty of working and living conditions from A to E, with A being the least and E, being the most difficult. Categories are arrived at through an assessment of the following six discrete factors: health, security, local conditions, isolation, climate, and housing.
  • This assumes that staff members and their families can live in Ogoja safely and have access to basic social and economic infrastructures in the difficult living conditions:
  • Basic medical facilities exist in Ogoja to manage/stabilize urgent cases (for 24h) before evacuation to Calabar (5h drive)/Enugu (3h drive) and then to Abuja/Lagos as needed.
  • Ogoja town is small, and everyone knows each other, including the staff of the United Nations. Hence precautions should be taken on individual social life and cultural awareness and considerations. There are no safe public transport or taxis. Because of the fluid and unpredictable security situation and very limited safe housing options, international staff have been requested to live in a designated UN-shared guest house protected by armed personnel. Ogoja has no electricity and relies on generators for those who can afford it.
  • The nearest airports are a 3.5-hour drive to Enugu (1 international flight only) or a 5-hour drive to Calabar (domestic flights), The capital Abuja is a 9-hour drive away. Enugu and Calabar are the closest locations away from the duty station which provides a change of scene in terms of isolation, local conditions, or relief from other adverse factors. The office facilitates the movement of staff to Enugu twice a month, to make purchases, medical referrals if necessary and change of environment.
  • Ogoja is not connected to most internet service providers making it difficult to communicate domestically and internationally. There are days when there is no network. The UN office and UN guesthouse have a WIFI. There are no functioning courier services in Ogoja, such services are only available in Calabar or Enugu Towns.

Nature of Position:

  • The driver will report to the Assistant Protection Officer, Makurdi.
  • The area of responsibility of Makurdi Field Unit includes all Benue State environs. Particularly LGAs of project implementation of Kwande, Logo, Guma, Gwer west and Agatu.
  • S/He will be required to have regular contact with Programme, Protection and Sub Office Admin colleagues in Ogoja.
  • S/He will Maintain Close and regular contact with technical and non-technical staff of UN Agencies, Implementing Partners, National and International NGOs.
  • The incumbent will be required to discuss matters relating to fleet management and Admin related issues in the IDP operation.
  • The incumbent will also attend coordination meetings and will be responsible for conveying staff within and outside Benue State.

Living and Working Conditions:

  • The office is located in Makurdi the capital of Benue state which is about 3 and half hour to Abuja Nigeria capital city. Makurdi have an airport located in Airforce Base along Gboko road.
  • Makurdi host some very beautiful hostels, shopping malls, recreational centres and two universities.
  • Accommodation is quite good put expensive depending on the location of the apartment.
  • Spoken language is English (official). Some speak the Pigeon English while the local language spoken is Tiv.
  • Prevailing climate in Makurdi is hot and dry with extreme rainfall during the rainy season.
  • Temperature is generally between 28 and 40 °C
  • Driest month is January to April is warmest.
  • Relatively calm Environment with pockets of crises caused by Higher institution students, kidnapping, robbery and herdsmen attack in neighboring local governments and villages happening from time to time. UN Staff are advised not to stay beyond 20:00hrs per day.
  • Nightlife is relatively okay with sit-outs and beer parlors in town including clubs and fast-food joints.
  • Affordable houses at the rental disposal of national staff but security clearance is mandatory before renting houses regardless the environment.
  • There are good hospitals approved for UN staff member in town. This includes Benue State University Teaching Hospital. There are other clinics in town, but staff members discretion may be advised.
